I am on an Exetel ADSL2+ plan. I have been experiencing very slow download this week:
Sync OK:
Line Rate - Upstream (Kbps) 800
Line Rate - Downstream (Kbps) 5376
However, download is very slow (according to https://www.exetel.com.au/speed/meter.php:
Your current bandwidth reading is: 861.50kbps
which means you can download at 107.69 KB/sec. from our servers.
Upload is OK:
Upload Test Results
You uploaded 1 MB bytes in 14.67 seconds.
kbps: 572.25
KB/s: 71.53
Mbps: 0.57
I normally get 5Mbps download. Is there a network/server problem? Thanks!

It appears that I have found the problem - there is a bug in Windows 10 slows down the actual download speed significantly. The problem was solved after I disabled "WiFi location" in Windows 10.

I had also experienced very slow download speeds at the Hurstville exchange and now I am experiencing connectivity issues. Haven't been able to connect to the internet for the last 2 days!
