Shaping = No Service

I've been using Exetel for about 12 years now. Yesterday for the first time I received an email saying that I've exceeded my allowance and will have my peak bandwidth shaped for the remainder of the billing period.
BUT
rather than being shaped I'm receiving no bandwidth whatsoever during peak hours. I can't even load the Exetel home page. And VoIP doesn't work either. Does anyone else have this happen?
