Timezone for API Scheduled calls

I am currently using the API for sending SMS's. I am just about to change the application to use the API scheduled send in order to reduce calls backs from curstomers during our peak phone hours.
What timezone does the scheduler for the SMS's run?
If in a DST timezone - how are SMS's that cross the DST changeover handled?
What happens if you try to schedule an SMS before the current time (as may happen around DST changeover dates if all systems don't change correctly)

The API's scheduler is on AEST :)
