User facilities and modem password

I am setting up a new ADSL installation for a friend. The documentation says the User Facilities password if changed also changes the modem ADSL password.

That is fine except I am certain that my User Facilities and Modem ADSL password are different.

My modem ADSL password is the original one given to me years ago and the User Facilities is one I made up.

Do they have to be the same and I am somehow out of step because I did it years ago?

My user facility and modem passwords are different too - it comes with aging. Actually, in the early days this was normal, but Exetel later decided to link the two, without forcing existing customers to change. If you change the login today, the two must match.

Previously, we keep two different password for modem radius password and member's facilies login password.

About two years ago, we consolidated the passwords to one. It is easier for customers if they don't have to remember two passwords.
