I use PDF995 and have had errors sending. However I can't confirm that's not a problem with the remote fax.

What PDF creator is known to work?

I use pdfcreator [same as you are suggesting], it works fine for me normally, but the created PDFs don't seem to comply with Exetel's Email2Fax product.
