Yes there is: local mirror = higher speeds
Speed is relative.

I've been waiting for a slot to open up on the GamersHell mirror for 3 days so I can get the Battlefield 2 v1.50 Patch. Since mirror files count towards your quota anyway, I just went and got it from Internode in 45 mins.

I woud have thought that any downloads from the Mirror, would not count towards monthly quota/allowance. But obviously it does (just checked members site details).

They do, because the data still has to get from the mirror to your connection (using backhaul in the provider network), you can transfer mirror files in off peak, faster speeds than if you go international.
