.htaccess causing 403 Forbidden error (need mod_rewrite?)

I'm running WordPress 2.6.2 on this site:
http://home.exetel.com.au/acbc/
Whenever I enable .htaccess I get a 403 Forbidden error for all pages.
If I get rid of it (rename it old.htaccess) I can see the home page but nothing else as WP seems to all be based on mod_rewrite rewrites.
Is there any way to get mod_rewrite enabled?

The .htaccess that WordPress generates looks like this:

It already is. Your htaccess failures were due to the following reasons:
  • presence of php_flag - php no longer runs under mod_php and as such you can no longer set php values via the apache config (around 9:05pm and 9:25pm)
  • your htaccess file did not have sufficient permissions to allow it to be read by apache (around 9:40pm, 10:25pm, 10:33-38pm). it should be mode 604 at the minimum.
As PHP no longer runs as mod_php, php_info() wont tell you anything about the apache config.
