php.ini mail function

Hi,

I have apache installed on my laptop while I am webdevving.
Currently, trying to make a simple contact me email form but noticed that when I'm not at home (such as in the library) that the mail function always fails.
However, when I'm home (on exetel connection) it is working fine.

Below is my php.ini file. Am I missing something here? I am assuming that exetel have some sort of check to see if you are on exetel network?
Any ideas?

Exetel does not allow relay from other networks.
You can adjust that setting to the SMTP server of the network you are at.
(or if it's for testing, then setup a local mail server, and use that on your computer - use a dummy domain).
