Suggestion for mobile phone

Hi,

My mobile phone is starting to fail and considering getting a new one. And I would like to a modem as Exetel is going to offer the low cost mobile data plan.

The requirments are
1. can be use as HSPA modem
2. Native Sip for MOIP if possible.
3. hopefully cheaper than $200.

Nokia E63 would likely be a suitable candidate, I don't use one myself but I've heard it works well for what you want

But the E63 isn't HSPA is it? Ok if you can live with a maximum 384k speed, otherwise consider raising the budget and looking for an E71, which will also give you 900/2100 3G frequencies. Or if you can live with non-native VoIP, some of the 6xxx / 5800 might suit.
