optus mobile inbound internet access broken

I just logged ticket 5816062 with the Exetel helpdesk, but wondered if anyone else has seen the following change in behaviour on an Optus Mobile plan, I'm using Z15, or can report working inbound ssh, or general inbound tcp.
Ticket:
Inbound ssh access to my android phone has stopped working when using HSPA.
It continues to work when using wifi interface wlan0, just not when
using the HSPA interface rmnet0.
It used to work fine using both interfaces.
Outbound ssh access from my phone works.
Inbound ssh access to my phone doesn't work.
I have noticed that Optus seems to have added a NAT layer to the HSPA network.
When I run tcpdump on my phone, I can't see any TCP SYN packets
hitting the rmnet0 interface,
which makes me think that Optus has broken something when they added
the NAT layer.
For example, @2231 30-Oct, I have the addresss 106.70.130.3 on
rmnet0, however external services see address 49.176.68.173.
Previously my external service address would be 106.70.130.3, ie it
would not be subject to further NAT.
I have also noticed possible OpenVPN issues too, with udp 1194,
however haven't been able to sufficiently test that to be certain as
yet.
