Unable to connect to Westpac online banking

TESTED with 2 different laptops, firefox and internet explorer.
With exetel mobile broadband, my pc is unable to connect to https://online.westpac.com.au, just doesn't load the page.
with bigpong ADSL, it connects and loads straight away.

Is there a problem with the network (in Victoria)?

UPDATE:
Tested with an alternate mobile broadband account, worked with the other exetel mobile broadband account.
