What are the acceptable speeds for 100/40 Plan?

Can someone please advise me what would be the acceptable speeds for 100/40 Mbps plan?

The reason I am asking is because I constantly getting the download speed of around 30Mbps - 55Mbps. And after more than a month of investigation with endless tests to conduct, now Exetel wants me to confirm I'll have to pay $270 for Opticomm technician to come out and do the test and if they can get better result, that $270 will appear in my next bill.

I think I'm sick of going around and around for this case, I'll contact TIO and get them to jump in then.
