Slow FTTB despite good line rate

Although the modem syncs a decent rate, my download speed is abysmal: http://www.speedtest.net/my-result/6087210313

Could this be due to a bad line?

Unfortunately in these service types, we cannot read details stats of the line which you have connected. Therefore we need further information from you and we have emailed to your nominated email address. Ticket reference 11317286.
