Steam Throttling

I've done a quick search but couldn't find anything recent regarding Steam issues on the forum.
For the past few months, I've noticed my Steam speeds being capped at an upper limit of 1.2MB/s (I'm on a 100Mbit/s connection).
I've attempted to change Steam servers, messed around with different options and just assumed it was an issue with Steam's servers.
A friend gave me access to his PIA VPN account tonight and after loading up Steam I was seeing 10MB/s again.

What's the deal? Is all traffic from Steam throttled on Exetel?
Will I have to rely on using a VPN connection to get improved speeds on Steam?

There is no recent complaint received similar to what you have explained. However if the issue persists, drop an email to residentialsupport@exetel.com.au includes of relevant speed tests results you have performed, so we could investigate on this and update you accordingly.

It probably is being throttled, I guarantee xbox, nintendo and steam downloads all get throttled and we're just not told about it.

I don't want specialised assistance, i just want exetel to stop throttling everyone's encypted traffic/p2p/xbox/nintendo/steam/playstation downloads

Confirmed from senior network engineers that Exetel do not throttle or applied any limitations. However if we are to investigate and identify any possible issues, it would be ideal to have performed test results email and update the ticket number here.
