New early termination charge

Changed my NBN 25/5 100 to 25/5 500G
Been at 25/5 100 plan from 2014. Contract expired 07.2015 and from I continue at base month to month payment.
12.05.16 I used option to change to 500Gb data- accepting change fee $19.99.
Received Email with confirmation from Excetel as:

New plan name: 500 GB Fibre Broadband
Download allowance: 500GB Anytime per month
Monthly Broadband plan cost: $59.00
Total monthly cost: $59.00
Plan change fee: $19.99 once off
Total minimum cost: $78.99
Contract term: Existing Contract
New early termination charge: $99.00 Pro rata over 12 months

What is the "New early termination charge"?
Is It new nasty surprise? I continue existing contract with month to month payment and not early termination charge. If I may pay $99 pro-rata over 12 mths ,what for I paid $19.99 ? Is it the same as tick for new 12mths contract and pay nothing?

If you are currently not within a contract and selected to continue your existing contract when submitting the plan change, ETC will not apply . However, if you have received a confirmation email with regard to ETC, kindly email this to residentialsales@exetel.com.au and we will escalate this further and get this fixed.
