I was getting 10mbps on adsl2+

Still getting 10mbps on speed tests.

Since this is a throttled service, I was expecting closer to the promised 12mbsp...

Is this worth investigating?

If I can be sure to get the improvement I would consider upping to 25mbps.

If I can be sure to get the improvement I would consider upping to 25mbps.
Getting 10M in a 12M plan has nothing to investigate as the supplier confirmed as an acceptable speed. However we cannot confirm a guaranteed speed until a plan change have completed with the provisioning stage. If you wish to go ahead with the 25M plan change, you need to contact the Exetel sales department.
