I am not in favor of changing the start time of the off peak period from 12 midnight to 2am

Well Id say leave it as it is cause I'm 2 hr diff time to east anyway so it would start at midnight for me with the new arrangement and not 10pm as it is now.
But then on the flip side I don't download much during the "free time" anyway
I do however play an online game (Guild Wars) so maybe the speed would be better for it I dunno.

I'm in favour for the 2am start as the midnight slowdown does really impact gaming.

I'm happy with offpeak time as it is. But if the majority thinks that 2am-2pm would be better then let it be like that.

I would oppose this possible change.
I think it's an interesting idea and it's great Exetel are allowing us to discuss this change but personally it would not benefit me.
If I am doing any off-peak downloading I queue it when I go to sleep (usually around midnight) and then the computer shuts down automatically when it's finished.
If off-peak is delayed by 2 hours then my computer will have to run for a further 2 hours before it can do anything useful. I would find this rather wasteful. I know it is possible to have the computer turn on at select times and turn off at select times but I find this would be a complication.
If we were allowed to choose our own 12 hour off-peak block it would be very useful (i.e. choose your own 12 hr block between 10pm and 4pm, 11 to 11, 12 to 12, 1 to 1, etc). But I would prefer to leave the system untouched as it seems to be working rather well at the moment.
In the past I had experienced the midnight slow-down, but I don't believe that's an issue any longer. I have reduced my downloading habits so perhaps that is why.

I cannot see Exetel creating a 10PM - 10 AM off-peak option, the concept of moving it to 2AM - 2PM is for the leachers to start downloading later to prevent the network from slowing down while many people are still using the Internet for browsing, gaming and other interactive applications.
By introducing a 10PM - 10AM would just encourage the leachers to start their downloads earlier and hinder other users with their interactive applications, so it will NOT happen.

Lets follow the economic theory of pareto efficency where you should only make changes where no one is made worse off.
