I would prefer using a different approach from the user point of view.
I think the better approach is to remove the quota for offpeak and peak but charge a different rate for different time of the day.

Time......................... charges
12pm -12am................... 1
12am -3 am.................... 1/5
3am – 9 am..................... 1/10
9am – 12pm.................... 1/5

(Or use a profile that matches Exetel's BW consumption)

So for a heavy downloader, he/she can have 10 times the quota if arranging all traffic between the lowest usage time of the day.
This should be most flexible as the user can determine how to use the quota.

Personally there are problems with the current and also a 2am-2pm time offpeak allowances.

Sometimes i happen to game before 12pm which happens to fall into offpeak and is generally less performance wise than peak, now changing this to 2pm would make it even worse.

Though if i was to game after 12am, where currently to be honest is quite poor and laggy, changing the offpeak time would be a benefit.

In regards to any downloads that i may or may not do, it would not affect me at all, as i barely do any offpeak downloading at all and if so would use a scheduler or some kind.

I'm a late night gamer, and i approve. although the 12 O'clock lag did help me to go to bed sooner.
Anyway to also have off peak downloads two hours pushed would mean that i would be able to download freely between the hours of 12 and 2pm when i usually couldnt... right in the middle of the day i could download for two extra hours free!(well not totally free but off peak quota) bring it on.

This is the reason I'm opposed to the suggested change to 2am, I would have to stay up later to start a download, because i don't know how they can be scheduled.
I keep seeing people refer to scheduling their downloads, how is this done?

I agree, the 2PM - 2AM makes more sense and fits in with the majority of high users.

The idea is good, however its consequences are quite drastic
Because it means that the torrenters using EXETEL, will download up till 2, meaning that normal usable speeds will not return until 2 pm
Which kind of sucks. :cry:
But not a bad initiative.

2am to 2pm is best time to me..
i dont use internet at nite..
so i prefer new offpeak hour will more suitable for me
