The final contract amendment has been received, checked, signed and returned.
New users will be able to apply for these services via the web site and current customers will be able to apply for them via the User Facilities before COB today.

I can't speak for others (on ADSL1) but when I saw those plans with 50%-to-80%-diminished off-peak time (depending I guess on whether you merely 'schedule/DL it' or 'use internet interactively' in the morning) their plain lack of appeal was painfully apparent. These plans could not be recommened to your friends.
However, painting this graphic it dawned on me Forum Admin's idea/parameter for bonustime *may* have merit.

Introducing a 12.00pm - 6.00pm partition/designation would encourage scores of customers to take advantage of the'dead zone' in these hours; alternatively, the pattern of bandwidth wastage continues unabated if no incentive is added.
Clearly, the best part, it would push 75% of 'uncharged time' into friendly daylight with only 3am-6am in the dark; and the reward for observing those 3 mixed-in peak hours (9am-12pm) - an afternoon of 'free' data.
This makes proper sense. The home-business user demand stability in '9->12pm'. As the day ends the sun sets and network fills up with users exploiting Primetime-or 'premium' applications: WebTV sites etc. the graph follows a long steepening ascent beyond 6.00pm and the many nightowls+schedulers ensure high levels continue right up past 1am.
Refering to the below graph for NSW/Optus/ADSL2 you can see how traffic moves and how such flows could benefit by off-peak split in two. Simply picture those 'green hills'(/peaks) as surrounded in red being 'pushed down' toward the green valleys on either side of them. This smoothing effect would be the outcome of downloads made FREE in 2X spaced windows; a window not only to encourage post-2am usage, but one also to harness the afternoon. The benefit can be achieved as easily as knowing when to kick off your heavy/non-time-critical DL - in the underutilised 'split' - so as not to clog up your show-streaming "evening" for example.

Assuming Exetel try the parameter of a '12hour offpeak' split and the experiment succeeds, it might turn out at some later stage the split is not necessary, then one thing you could do is a 0300-1800 "offpeak" period. I.e. Remove the 9am-12pm (shown in pink on the ^diagram as the smaller '3'hour peak) slot pervading the morning; in essence OP becomes a unique "15hour" period which operates outside of primetime, primetime=6pm-to-3am. Difficult to beat, and a standout differentiator for any ISP who implements it.

I'm sure it hasn't "died" yet. Features like these are always under consideration but with the recent changes to Telstra ADSL2+ they have probably been placed on the backburner.
Also, because the different products (old plans, current plans, new Telstra ADSL2+ plans) have different off-peak times now, this might go a fair way to staggering the off-peak demands

Keeping it simple with just having two offpeak periods... perhaps 3am to 9am + 12pm to 4pm (= 10 hours of off peak) might be a good first step. See how much afternoon activity that picks up before throwing the increasing amount of users getting online in the 4-6pm window into the mix.
It would also be a nice piece of 'compensation' for having to pay the $3 fee for those that aren't 100% happy about it. While I don't mind the $3 fee I would love to see those extended offpeak hours on at least the Optus and AAPT plans.
