Low speeds after 4pm

I have noticed after 4pm I am getting speeds of 2.6mbps through my PlayStation via wireless. So I plug in a fibre cable so you would think the connection is better and I get around 500kbps. Why do my speeds suck so much this is beyond a joke. Anyone else have this problem?
