Are your non-P2P speeds impaired, or is it just limited to P2P?

Also, can I confirm: you are downloading via P2P on a HSPA wireless broadband?! Unwired or Exetel's recent Optus-based HSPA wireless? Perhaps someone more knowledgable with Unwired service can confirm whether you need to open any ports on the Unwired modem/router, because speeds down that low usually indicate either few or low quality seeds, or non-open ports.

I don't know of any specific contact, but you can try emailing residentialsupport@exetel.com.au. I'm not sure that anything can be done though, given that your non-P2P speeds are not impaired.

I asked one of my friend check it for me, he told me the reason is my p2p server ports have been blocked by EXETEL,so I can not link to most BT servers,is that true? If it is so I think this will be my last month with EXETEL

Your friend is wrong. Exetel do not block ports

Good grief - why don't you spend some time researching this by searching this Forum and the Exetel website instead of posting first and thinking afterwards.

Exetel "deprioritise" bittorrent traffic.

Left unchecked, P2P traffic would saturate Exetel's bandwidth and would render HTTP and other protocols like gaming and VOIP unusable due to the latency that would be introduced. So instead, Exetel ensure that non-P2P traffic gets priority. This, naturally, reduces the amount of raw bandwidth available for P2P applications.

It is a dangerous practise to naively interpret a tag like Azureus' "Bad ISPs" list. Bottom line is that Exetel's practise are prudent, equitable, and still allow people to hit their full peak and off-peak download quotas. The negative connotations that the "Bad ISP" tag are extremely unjustified. It always pays to be informed of matters.

So we're stuck with dial-up P2P speeds or..? :(

Unwired also publicly announce that they de-prioritize p2p traffic on their network.

"Deprioritise" does not mean "dial-up" speeds. Exetel's deprioritised P2P speeds are typically 50-150KB/s but, of course, this depends on bandwidth loads and demand

But it doesnt matter when or what I download via torrent, I always get like.. 5kb/sec download when I'm on Exetel Unwired (should be ~50kb/sec) - on an ADSL1 connection I'll get 150kb/sec

Unwired is probably not geared towards heavy downloads like some ADSL / ADSL2+ plans are. Plus, being through Unwired's infrastructure may mean that additional shaping / deprioritisation is occurring. I'm afraid I don't know enough about Unwired services to help you here so you might want to contact Exetel via residentialsupport@exetel.com.au to see if they have anything to add
