Error 678

I just received my Exetel Package and I get the notice

Error 678: The remote computer did not respond.

As far as I can see I have everything configured correctly.

Can anyone shed some light on this issue?

Is this Windows XP? If so MS says the causes are:
A network cable is disconnected.
The modem has been disabled.
The modem drivers are corrupted.
Spyware is running on the computer and is interfering with the connection.
Winsock has to be repaired.
Third-party firewall software is blocking the connection.

Looks like the modem driver is not quite right yet.
