Service Has Been Deactivated

I have been a Exetel customer for a few months now. I'm very satisfied with the service so I recommended that my girlfriend join as well.

My girlfriend recently ordered Exetel's HSPA M1 - HA (Mobile Handset - Pay For What You Use). That was on 2009-04-26 and today the HSPA status page says "Service Has Been Deactivated".

Could anyone tell me what that means?
Is there anything I can do to fix it?
Any help would be greatly appreciated.

Getting this message also in activation status. What does this mean?
Applied 2/7/09. Have sent an email to hspasales@exetel.com.au also on 7/8/09 @ 2pm

Thankyou for looking into it.

EDIT: It means insufficient funds in account. (my client has finance issues)
