Cant Call Outbound from 3cx

Hi there

I was hosting a 3cx server at my house with my exetel voip number setup and working ok. i am planning to move this to an amazon lightsail instance, but in my testing i am not able to call outbound, i am receiving this from the exetel voip server. inbound calls are fine but outbound is not working

Call or Registration to 0396467111@(Ln.10000@Generic VoIP Provider) has failed. 58.96.1.2 replied: 403 Unauthorized; from IP:58.96.1.2:5060

do you think they are blocking this from outside their network ?
