Can I block mobile numbers from being called?

I have some rampant teenagers who love to call their friends on their monbiles, can I set up VOIP to block calls to mobiles or selected mobile numbers? or enable selected mobile numbers?

Any suggestions to control the bill would be considered?

(I cant shoot the children wife wont allow it)

Not sure how you are set up at the moment, but one way would be to put an exclusion entry in the ATA's dial plan string. Eg any calls to numbers starting with 04 don't get through.

The advantage of using the dial plan string, is that you could even just restrict calls to certain numbers.

Or Exetel may add something in the user facilities which allow user to block mobile phone calls.
