Didn't you have your Voip registered to a Linksys SPA?
Exetel voip can't accept multiple registrations on the one account.

CORRECT
now I can use my Linksys SPA with another voip provider but not exetel
I try to use X lite then it showed registration error: 401
at this stage exetel voip is not working either with ATA or softphone

A 401 Unauthorized error is usually a problem with your username or auth user field of your SIP account
I suggest you contact your SIP service provider.
should I PM voip admin?

You will need to order another service via the User Facilities

Unfortunately the problem is caused by the DID issued to you, it was issued by our provider incorrectly.

We apologise on the minor mishap but the newly DID numbers are in the correct range.

I signed up for VOIP mid last week.

I'm getting registration failed using Ekiga.

Any ideas if this is the same issue?

No it is not the same issue, i would suggest you reset the password within the User Facilities and try it again.
