VOIP calls to mobiles : 22 cents or 15 cents?

Confused as to whether calls to mobiles cost 22 or 15 cents per minute
- http://www.exetel.com.au/residential-hspa-call.php says 15 cents
- other places on the website say 22 cents

Well it depends on which service you are using it seems. The link that you refer to is if you take up an HSPA service, which I think is something about High Speed Packet something and seems to be referring to combining a mobile package with your internet. The 22 cents that you refer to is applicable if you just have an internet service with VOIP.
