VOIP 'Add On' Bonus Pack Usage enquiry

I ordered VOIP VP1 and VP4 this month. In three days it shows I have made 24 national call for VP1, 45 mobile call and total 45.68 min for VP4, however the detail of usage shows I only made 12 calls (3 Intercapita, 3 Regional 5 mobile and 1 special) all together. Can any one tell me why? Is it measured and charged even no one answer the call you made?
