After receiving a support email from Exetel listing 5 different APN's and an APN Type of "Static" (none of which worked), I called up the support line and a very helpful person was able to send the settings direct to my phone.
After rebooting the phone I'm now able to access the web via HSPA.
My phone is a Sony Xperia X8, with Android 2.1
I thought I'd share the settings that my phone received;

APN Type: default,supl
