Porting issue

Hi,

I'm trying to port mobile phone number from Telstra to Exetel WBP plan.
Activation was initiated on Oct 11 and I still can't receive and make phone calls.
Provisioning team are telling me that it's not possible to make or receive voice calls with WBP plan.

I have another mobile phone that was recently ported from Vodafone to WBP and it can certainly make and receive voice calls.

Can someone explain what is going on?
