unable to send or receive text messages

One of my family's (many) mobiles is unable to send or receive text messages any more.

This phone was previously able to send and receive text messages.
The last successful text received was last Sunday
We have tested the SIM in another phone and still cant send or receive text messages.
We have tested another SIM in this phone and it was able to successfully send or receive text messages .

It appears that there is a problem with the specific Mobile Service rather than the phone hardware or settings.
Any suggestions?
