Unbelievable slow speed during the off peak time !!!HELP
From 2008, the speed of my adsl2 during the offpeak time is extreamly slow, even can not run a 70 kb Bandwidth Test at http://www.ozspeedtest.com/bandwidth/
when i click it the page can not load the pic
the download speed is around 20-60KB
and try every method i can find in the forum
but no improve, plz Help me

There are reports of extremely slow speeds being reported in the few hours after midnight (12:00am to about 3-4am). This may be due to P2P caching system saturating the network with extreme peaks happening immediately following midnight.
If you are experiencing adequate speeds at other times then you might just have to hold tight while Exetel examine this possible congestion issue. If you are experiencing consistently slow speeds, then you should post back for Exetel to escalate your issue.

Im still waiting to see if there are improvements to off peak speeds. It's gettin worse by the day since the new year.

To all the users who have posted slow off-peak speed problems, perhaps you can all reply to confirm whether there is a problem during peak times, or if the issue is limited to off-peak only.
From what I see here, all 4 users reporting slow speeds seem to suggest this is only during off-peak times. I can only say that this is to be (partly) expected during off-peak times, given the surge in downloads. If the P2P caching system is exacerbating the issue I trust that Exetel will fix it over the near term future, but you should actually be expecting that:
* Off-peak HTTP speeds and speed tests will be about 50% of peak speeds; and
* Off-peak and non-cached P2P speeds will be about 20% of peak, non-cached speeds
This is simply due to the increase in relative traffic volumes which you can see on the MTRG graphs and rough estimation of the NetForcer bandwidth policy.

No during Peak times I get good speeds, as soon as off peak hits it slows terribly like adrian75 stated.
I don't P2P (at the moment) so would prefer that if they are going to shape speeds, that they shape the P2P traffic only to give the rest of us standard net surfers the good to great speeds we get during Peak times.

That is exactly what Exetel do; they cap total P2P downloads to be at most 50% of available bandwidth. Lowering this cap would alleviate your off-peak slowness, but it would impact on P2P downloads. I do not think the issue is an Optus bandwidth, nor do I think it is entirely a change in user downloading habits. Each of these could affect the aggregate level of off-peak downloads (and cause congestion during off-peak times) but there should always be at least 50% bandwidth available for browsing, so you should only notice at most a 50% slowdown between peak and off-peak.
I think it is driven by the P2P caching system. Exetel are in communication with PeerApp (the caching system provider) to see whether it is interacting with the NetEnforcer (the 50% bandwidth enforcer) properly. Hopefully progress will be posted to either these forums, or to http://steve.blogs.exetel.com.au/
I've often played World of Warcraft into the off-peak hours and it has been bad for at least 6 months, however it has become much worse since about November.
Around September my in game pings were around 300-400 during peak, rising to around 800ms during off-peak. Now the in game pings peek over 2 second as soon as 12am hits, and then the pings settle down to around 900ms to 1200 after about 12:30.
Streaming video from sites like Youtube during the off peak period is frustrating to the point of me finding it not worth the bother of waiting the long times for the video to download.
This happens consistently every night.

I'd like to add to this thread by showing my speed at 2:28am. Note that the speed has slightly improved. At one stage even loading the exetel forum to search for these threads took a long time.
Download Speed: 369 kbps (46.1 KB/sec transfer rate) (peak speed is actually about 1500% of that.
Upload Speed: 312 kbps (39 KB/sec transfer rate)

As with everyone else, at the start of offpeak and the end of offpeak (however the end is nowhere near as bad) my speeds drop considerably. The rest of the day is fine and I am very happy with it. However considering I generally use the internet up to 2am, it isn't too convinient.
I have noticed however, this issue arrises the first 1/2 to 2/3 of a month and dies down for the last part of the month where offpeak is up to 1.5mb+ standards.
To answer some questions I've seen mods ask:
When offpeak starts: (havn't been up late enough to see when they end)
International sites = 56k speeds.
Australian site ABC from a mirrior in AUS gave me about 512k downloading multiple files.
Oh well, it does seem pretty obviously that it is a congestion problem.

The issue, as I understand it based on discussions in another thread, is that there is a possible issue between the new PeerApp cache and the NetEnforcer which is causing higher than expected spikes around midnight. I haven't checked the threads recently, but last I heard it had been handed to PeerApp to try and find an explanation.
