If a person calls us, waits for the Answering Machine to begin playback of its message and then they hang up before the Answering Machine can finish its message... the Answering Machine will record a very lengthy high pitched tone. Initially we thought it was the hand-off to Voice Mail causing this so I disabled that functionality in my Exetel settings but the issue persists.
We are using a PSTN phone /w Answering Machine connected to the ZTE vDSL modem/router.

The sounds you hear are all generated by the router ATA section. The caller who tired of the answering machine will have sent a SIP CANCEL digital packet. It should be replied to by your device, and then the conversation shut down at your end. Perhaps a peek at the logs will give a clue.
