25/5 NBN speed test is 5.6/0.8

I recently upgraded to NBN on 25mbps dl, 5mbps ul so I thought i'd run a speed test to see why I'm getting a poor experience.

Speed test:
Exetel Sydney
Ping 20 ms
Jitter 186 ms
Download 5.6 Mbps
Upload 0.8 Mbps

Please look into it.

We will first check the with the line specs and email you on your nominated email address. If we need specific tests to be completed from your end, reply back to the same email with test results attach and a service issue will be logged with with the wholesale supplier.

A week later and have provided diagnostics but still no improvement.

After the plan change has completed, today you have confirmed to the provisioning department that the ticket can be closed. Ticket ref 11776621.
