upgrading to unlimited

HI,
I want to upgrade my current S-T (100GB Anytime) to the T-Bundled Unlimited Plan.

I noticed that to keep my existing contract will cost 19.99 but to change to a 12 month contract is free?

I've been with exetel for quite a long time, not sure why it would be free to switch to 12 months? Could anyone help me understand?
