Does exetel throttle speeds during off peak times?
I have found that duirng off peak I get 120 kb a second download via steam, but during peak i get 800kb +
On peak > off peak speeds.

Off-peak is utilised more, and this can lead to reduction in speed simply because the capacity of your link is finite. The effect can be exacerbated depending on how congested your local exchange is. However, reduced speed reports like this are *awfully* regular and it is difficult to fully explain the effect by congestion alone. Another (related) possibility is throttling at the exchange itself. For instance, Telstra have a track record of doing this when exchanges are under-provisioned
