Trying to dial to a new Thailand mobile from exetel VOIP.
if I use 0011 66 9xxxxxxxx I get engaged or
if I use 0011 66 09xxxxxxx I get call restricted.
But If I use the first one using Tel$tra I get through.
Is it my dial plan?
Is it the new mobile that needs some kind of restriction lifted to do with calls from VOIP?
Is it Exetel?

I suggest you to e-mail your full Thailand mobile number and link to this forum post to residentialsupport@exetel.com.au. An engineer will be able to make few test calls using our VOIP service, if the test calls fail, they will be able to follow up with our supplier.

This is ridiculous.
I cut and paste the problem above into a support email and hear is the first response I got.
So I cut and paste my original message again.

Can't they read?Kindly note that I have checked your voip service and I could confirm that international calling is enable in your service. Also the country Thailand doesn't have any restriction within our network. Is the issue only for that particular mobile number or to some other Thailand number? Would you be able to test on that? Can you make calls to other countries?

so I did another cut and paste job.I have tested the number you are trying and it gives engage tone.
Furthermore, I have tried via a land line. It gives the same engage tone.
I suspect it could be something wrong with destination number. Please check the number and get back to us.

The number that you are trying to call is 0011660913019101 which is an invalid number.
Try calling 001166913019101, which works.
And furthermore when we tried to take concurrent calls to the same number, first one gets the IVR and the second call just keeps on ringing.
